When It's Late, It's Late: A Straightforward Approach To On-Time Running

NSW Opposition Leader Peter Debnam and Shadow Minister for Transport Gladys Berejiklian today announced a NSW Liberal/Nationals Government would put an end to Labor's meaningless on-time running measurements and begin a straightforward approach to calculating if public transport is running on-time. 

"Commuters are sick of Labor's on-time running con where a train running up to ten minutes late is counted as being 'on-time'," Mr Debnam said.

"Our straightforward approach is simple: when it's late, it's late," he said.

"Morris Iemma and part-time Transport Minister John Watkins think a CityRail train running five minutes late is close enough, I disagree.

"Commuters are sick of being told their train on is 'on-time' when it arrives five minutes late, resulting in them either missing their connection, being late for an important appointment or having less time to spend with their families.

"A train timetable is a promise to commuters that should be kept. When that promise is broken the Government has a responsibility to be honest with commuters, rather than fudge the figures as Labor has done on this, and many other issues, for 12 years.

"The NSW Liberal/Nationals believe commuters deserve higher standards when it comes to public transport services running on time.

"Labor's standards for both public transport services and ministerial accountability are laughable, the NSW Liberal/Nationals will restore confidence in both."

Ms Berejiklian said Labor sought to run from accountability because the Iemma Government was ashamed of its public transport record over 12 years.

"Successive Labor Transport Ministers have sought to muddy the waters, twist the statistics and spin the figures in an attempt to keep commuters from seeing the true state of the public transport network," Ms Berejiklian said.

"It's time the commuters in this state were told exactly how their public transport network is performing and whether it's capable of getting them where they need to go on-time," she said.

"Not only will we be tracking which services are in fact late, but also how late they are so service providers will know exactly where they have to improve and by how much.

"Under a NSW Liberal/Nationals Government a service will only be considered 'on time' if it arrives within the minute it is scheduled to arrive.

Specifically we will:

  • Immediately change the on-time running definition for CityRail & CountryLink such that a train is late if it does not reach its destination at the scheduled time;

  • Immediately change the on-time running definition for Sydney Ferries such that a ferry is late if it does not reach its final destination at the scheduled time;

  • Immediately change the on-time running definition for State Transit buses such that a bus is late if it does not reach its final destination at the scheduled time, and;

  • All services that skip scheduled stops to meet timetable deadlines will automatically be classified as late, regardless of the time they arrive at their final destination.

"We will record details of all services that do not arrive on time and make these details publicly available on the internet as soon as they are collated. These details will include the number of services that do not arrive on time and by how many minutes.

"On-time running figures are crucial for understanding whether the public transport system is running efficiently and effectively.

"For too long Labor has hidden behind artificial definitions in an attempt to hide how bad things really are.  But the reality is, when a transport service is late, it’s late.

"It's time to return truth to public transport timetables," Ms Berejiklian said.

Mr Debnam said it's was time for a change in NSW

"As part of my plan to get NSW back in front, we will restore commuter faith in the public transport network by providing a safe, clean and reliable service that people want to use," Mr Debnam said.
